A Netherlands immigration activist named Dominick Skinner is employing AI and facial recognition to identify masked U.S. Immigration and Customs Enforcement (ICE) agents, presenting a significant ethical dilemma. In an interview with Politico, Skinner revealed that his volunteer team has used AI to unmask at least 20 ICE agents in viral videos showing masked individuals arresting people—including students, children, mothers, and American citizens—in broad daylight. These videos are disturbing due to images of armed agents hiding their faces while making arrests in public spaces, vehicles, homes, and workplaces.

The federal government argues that masks protect ICE agents from harassment, but critics see this as a symbol of ICE’s unchecked power and lack of transparency amidst escalating deportation efforts. ICE has expressed anger over Skinner’s methods, with spokesperson Tanya Roman stating that activists are the reason agents choose to wear masks, to protect themselves and their families from targeting.

Skinner’s efforts, leveraging AI amid ICE’s own AI-driven surveillance expansion, question the capabilities of facial recognition technology, reversing traditional surveillance dynamics. According to Politico, Skinner’s project involves using AI to predict the rest of an ICE agent’s face and matching it with PimEyes, a contentious facial recognition tool. Skinner claims his team can reveal faces if 35% or more is visible, emphasizing “public shaming and accountability” over “public justice.”

Privacy experts have expressed doubts about the reliability of facial recognition on artificial images like those generated by Skinner’s team, especially considering the technology’s history of errors leading to wrongful arrests. Skinner’s approach could alarm groups like masked protestors fearing retaliation, given increasing threats to First Amendment rights, and others with an online presence.

Videos of masked agents on U.S. streets and cities filled with armed troops and federal agents, coupled with easily accessible facial recognition tools, highlight the collision of AI and privacy, challenging the notion of anonymity in the digital age. Skinner’s actions underscore the reality that, masked or unmasked, AI and facial recognition deeply impact our global digital society.
